Sir Henry Willoughby [1796-1865] succeeded to the baronetcy after his older brother was killed while playing cricket. He later became a M.P. According to the 'History of Parliament' in this pamphlet "he argued that the landed interest?s heavy tax burden entitled them to a degree of economic protection and warned that the ?great improvement? effected by the 1822 corn law could be nullified by the fluctuations of a paper currency".
